Blamir Joel Alc\u00edvar Cede\u00f1o, aclar\u00f3 que la resoluci\u00f3n de la Corte Constitucional, notificada por correo electr\u00f3nico al representante legal del Gobierno Provincial de Manab\u00ed, no tiene absolutamente nada que ver con el execrable atentado contra el estado de derechos, la seguridad jur\u00eddica y la democracia, ocurrido el 22 de enero del 2021, donde el juez de la Unidad Judicial Multicompetente del cant\u00f3n Puebloviejo, de Los R\u00edos, \u00c1ngel Enrique Tapia V\u00e9lez, pretendi\u00f3 la destituci\u00f3n de Leonardo Orlando Arteaga, de su puesto de Prefecto Provincial de Manab\u00ed, lo que fue revocado por el mismo Juez, con fecha 29 de enero del 2021.<\/strong><\/p>\n\n\n\n<p><strong>\u201cEste auto resolutivo de la Corte Constitucional, no tiene ninguna incidencia procesal, no manda, proh\u00edbe o permite ning\u00fan acto administrativo o judicial\u201d, precis\u00f3 Alc\u00edvar.<\/strong><\/p>\n\n\n\n<p><strong>En un recuento de todo el proceso, Alc\u00edvar explic\u00f3 que, mediante correo electr\u00f3nico, el 08 de julio del 2021, el Gobierno Provincial de Manab\u00ed, ha sido notificado por la Corte Constitucional, con el auto resolutivo del 01 de julio del 2021, donde se INADMITE la Acci\u00f3n Extraordinaria de Protecci\u00f3n, propuesta por la entidad provincial el pasado 19 de enero del 2021, a la sentencia dictada por la Sala Multicompetente de la Corte Provincial de Justicia de Los R\u00edos, con fecha 21 de diciembre del 2020, donde inadmite un recurso de apelaci\u00f3n interpuesto por la Prefectura, y que a su vez ratificaba la sentencia emanada por un Juez de la Unidad Judicial Multicompetente del cant\u00f3n Puebloviejo, Provincia de Los R\u00edos, con fecha 09 de noviembre de 2020, donde se deja sin efecto la resoluci\u00f3n del GPM, en torno a la Terminaci\u00f3n Unilateral del Contrato CONSTRUCCION DE UN SISTEMA DE RIEGO Y DRENAJE TECNIFICADO A NIVEL DE PARCELAS EN LAS COMUNIDADES KM 16 LOS CARAS, KM 20 SAN AGUSTIN Y KM 21 DE LOS CANTONES SUCRE Y TOSAGUA DE LA PROVINCIA DE MANABI con la compa\u00f1\u00eda RANICOR S.A., cuyo representante legal es Tito \u00c1lvarez Parre\u00f1o.<\/strong><\/p>\n\n\n\n<p><strong>Alc\u00edvar explic\u00f3 que el contrato de riego conocido como San Agust\u00edn, en total cumplimiento a la sentencia efectuada por el Juez de la Unidad Multicompetente de Los R\u00edos, se encuentra en vigencia y actualmente en an\u00e1lisis por parte de la fiscalizaci\u00f3n, el administrador del contrato y la empresa contratista la continuaci\u00f3n del cronograma de actividades.<\/strong><\/p>\n\n\n\n<p><strong>Dijo adem\u00e1s, que \u201ces necesario poner en conocimiento de la ciudadan\u00eda, que el Gobierno Provincial de Manab\u00ed, a trav\u00e9s de su primera autoridad, el se\u00f1or Leonardo Orlando Arteaga, en su calidad de prefecto, continuar\u00e1 en su inquebrantable lucha, porque la justicia, la transparencia y el buen uso de los recursos p\u00fablicos provenientes de los fondos de la Ley de Solidaridad publicada post terremoto del 16 de abril, para la reconstrucci\u00f3n y reactivaci\u00f3n econ\u00f3mica de Manab\u00ed, tengan un final en beneficio de los sectores m\u00e1s desfavorecidos, en este caso las comunidades de Tosagua y Sucre, que no deben perder la esperanza de que el agua para el riego de sus campos llegar\u00e1 y sus habitantes tendr\u00e1n mejores d\u00edas para el presente y el futuro\u201d, manifest\u00f3.<\/strong><\/p>\n\n\n\n<p><strong>Dijo, adem\u00e1s, que en los pr\u00f3ximos d\u00edas, la Contralor\u00eda General del Estado, como ente rector en materia de control de manejo de recursos p\u00fablicos, dar\u00e1 a conocer su informe final, sobre el examen especial de auditor\u00eda, al proceso de ejecuci\u00f3n del contrato para la CONSTRUCCION DE UN SISTEMA DE RIEGO Y DRENAJE TECNIFICADO A NIVEL DE PARCELAS EN LAS COMUNIDADES KM 16 LOS CARAS, KM 20 SAN AGUSTIN Y KM 21 DE LOS CANTONES SUCRE Y TOSAGUA DE LA PROVINCIA DE MANABI con la compa\u00f1\u00eda RANICOR S.A., proyecto que tiene financiamiento parcial del Banco de Desarrollo del Ecuador; as\u00ed como el tan cuestionado contrato complementario de esta obra, estaremos vigilantes como instituci\u00f3n y como manabitas, hasta el final de este
